Collaborative Technical Assistance Project
Proposals for Dissemination of Practice, School-to-School Technical Assistance and Professional Development
The purpose of this solicitation is to award funding to Maryland public charter schools in order to implement collaborative professional development or technical assistance. Eligible charter schools will demonstrate capacity to promote improved practices in schools through working with one or more charter or traditional schools.
The January Round is Closed. Next Round is Due: August 30, 2025
Estimated Funding Range: $10,000 to $30,000
External Site Monitors
MAPCS will pay two external site monitors $750 per visit to visit active subgrant recipient schools. We are seeking two external monitors and one alternate to build a pool. We anticipate two to four schools per year. Time will include the site visit day, half day prep, and post-visit reports. We are seeking individuals that are familiar assessing programs and the autonomies afforded to public charter schools. The external monitors should reside in Maryland or within a reasonable driving distance. Please see the RFQ for a full description and requirements.

Call for Peer Reviewers
The Call for Peer Reviewers is closed. We had a great response, thank you!
To ensure that subgrants are awarded to the most capable applicants, each proposal will be reviewed by an external peer review panel. The Maryland CSP 2024 Review Panel will be comprised of teams of three reviewers, selected through an application process, and assembled based on experience and geographic distribution. Reviewers will receive training on the effective use of the Selection Criteria Rubric to rate subgrant applications. We are seeking a diverse pool of individuals with knowledge or experience in a) elementary or secondary public education; b) Interventions to support educationally disadvantaged students; c) Special Education; d) Nonprofit management; e) Parent and Community Engagement; f) School Climate; or g) Finance.
Reviewers must sign an assurance regarding conflict of interest to ensure that all applications are reviewed in a bias-free manner, and will be required to recuse themselves from the evaluation of any application for which they have a perceived or real conflict of interest.
Peer Reviewers will be paid $400 per application and may be asked to review up to three applications per cycle.
NATURE OF WORK
Grant Review – Up to 5 hours per proposal
Selected grant reviewers shall be responsible for the following:
Participate in a webinar training to review the Request for Grant Applications and scoring rubric;
Read and individually score each assigned grant proposal using the rubric provided by MAPCS and reviewed in training;
Participate in a consensus session with other reviewers; and,
Complete required rubric and submit to MAPCS.
